Singapore's Parliament has passed a motion to strengthen Singapore's position as a global transport hub, backing a S$800 million research and innovation package, RIE2030, spanning aviation, maritime and land transport over the next five years. The seven-hour debate centred on AI, automation and autonomy, with roughly two-thirds of the funding directed at large-scale autonomous operations and digital twins for cross-modal connectivity. This is primarily an AI and workforce story, not a fuels one, but one specific thread inside it belongs in this brief.

### **The Fuels Thread Inside an AI Package**

Within the maritime portion of RIE2030, funding is earmarked specifically for alternative-fuel safety research: tools to detect and predict the spread of fuel or chemical leaks, intended to support the safe deployment of alternative marine fuels as Singapore's bunkering sector diversifies into biofuel, methanol and, eventually, ammonia. The Ministry of Transport frames this explicitly as supporting Singapore's domestic transition to cleaner fuels and the IMO's 2023 GHG reduction strategy. It is a small slice of an S$800 million package built mostly around autonomy and AI, but it is a real one.

### **Why Safety Research Follows the Fuel Switch, Not the Other Way Round**

Every fuel this series has covered, marine biofuel blends, methanol bunkering, ethanol-to-jet SAF, carries handling and safety characteristics that differ from the conventional fuels it replaces. Ammonia in particular is toxic and requires different leak-detection and response protocols than bunker fuel oil. The RIE2030 package funds this research alongside the wider infrastructure build-out rather than as a separate, later initiative.

### **The Bigger Picture**

The debate's dominant theme was AI reshaping jobs across aviation, maritime and land transport, and the government's response through reskilling and a new manpower transition package for drivers, which sits outside this brief's remit. The fuel-safety research funding sits within the same S$800 million package as the autonomy and digital-twin investments, rather than as a separate line item or agenda.
