Topsoe has signed a licensing agreement to provide its Kerosene Hydrotreating Technology for co-processing to Bharat Petroleum Corporation Limited (BPCL), enabling sustainable aviation fuel (SAF) production at BPCL's Mumbai Refinery. A final investment decision has already been taken, the revamp is underway, and commissioning is expected by the end of 2026.

### What the Project Involves

BPCL will revamp its existing 4,000 metric tonne-per-day Kerosene Hydrotreater Unit to co-process 5% renewable feedstock, in the form of used cooking oil, alongside 95% conventional feedstock. SAF will be produced within the refinery's existing infrastructure, with no need for a new dedicated SAF production unit. The project builds on a relationship between Topsoe and BPCL that spans two decades. The release does not state an SAF output volume. For scale, if the unit ran at its full 4,000 tonnes per day, 5% would be up to about 200 tonnes per day of renewable feedstock; that is a simple calculation, not a figure from the companies.

### Why Co-Processing

Topsoe describes the approach as a fast-track route to SAF that requires no major refinery modifications: up to 5% renewable feedstock can be co-processed in an existing kerosene hydrotreater, and the mix of conventional and renewable feedstocks gives fuel producers added flexibility. The trade-off is the ceiling. At 5% renewable content, output is limited by the share of renewable feedstock the unit can take, which is why the approach is positioned as a way for refiners to begin SAF production, not as a substitute for dedicated SAF capacity.

### The Policy Backdrop

The SAF will be supplied to airlines refuelling international passenger flights at Indian airports, as India builds its domestic SAF ecosystem ahead of mandatory compliance with CORSIA in 2027\. India has set SAF blending targets of 1% for international flights by 2027, 2% by 2028 and 5% by 2030.

### What Each Side Says

Alok Verma, Topsoe's Managing Director Asia Pacific, called India an important and growing SAF market and said the project shows how Topsoe's technology gives refiners a practical route into SAF without significant modifications to existing infrastructure. Sankar M, BPCL's Executive Director for the Mumbai Refinery, tied the project to India's progress toward net zero in Scope 1 and Scope 2 emissions by 2040 and to strengthening energy security through a domestic SAF ecosystem.
